ILKLEY JUBILEE HISTORIC RALLY and RUN SUPPLEMENTARY REGULATIONS

1. ANNOUNCEMENT
Ilkley & District Motor Club Limited will organise a dual permit Historic Road Rally on Sunday 22h April 2012 starting from Craven Cattle Market, Skipton, M.R. 103 / 974520. The National ‘B’ event will be known as The Ilkley Jubilee Historic Rally and the Clubman’s event will be known as The Ilkley Jubilee Run.

2. JURISDICTION
The meeting will be held under the General Regulations of the MSA (incorporating the provisions of the International Sporting Code of The FIA) and these Supplementary Regulations.

3. AUTHORIZATION
MSA Permit has been applied for. DOE Authorization has been applied for.

4. ELIGIBILITY
The Rally is open to:
a) All fully elected members of the organising Club
b) All member clubs of NESCRO and the A.N.C.C. and the A.N.W.C.C.
(this includes the HRCR)

The Run is open only to all fully elected members of the organising Club.  A membership application form is included within the regulations.

All Rally competitors must produce a valid Club Membership Card, a valid MSA National B Competition Licence and, where applicable, a valid championship registration card.

All Run competitors must produce a valid Ilkley and District Motor Club Membership Card.

The Rally is open to Historic Category 1, 2 and 3 Road Rally Cars. Category 3 cars must have HVIF forms.  The Run is open to Historic Category 1and 2 Road Rally Cars.

All cars must comply with J5 of the MSA Technical Regulations as well as R19.1–19.8 Competitors’ particular attention is drawn to the silencing requirements (J 5.17.1–5.17.2 and R4.1). Vehicle noise must not exceed 98dB(A) @ 2/3rd of max rpm at 0.5 metres.
There will be noise tests before and during the event. No car exceeding these limits will be allowed to run.
All cars must comply with R18.5-18.5.9, i.e. cars must have a maximum of 4 forward facing lights. Cars with 4 headlights may not have auxiliary lights. Cars with 2 headlights may have a maximum of 2 auxiliaries.

Attention is drawn to R18.1.2 regarding paintwork and R19.7.1 – wheels may not differ from original dimensions by more than 10% in diameter or 1 inch in width. Tyres must have an aspect ratio of 70% or greater. Please note the new requirement of the MSA for 2012:

  • R 19.7.6 which states that hydraulic handbrakes are not allowed

Competitors will be required to present a current MOT Certificate, the Vehicle Registration Document (V5) as proof of period authenticity and to display a valid road tax disc.
Those requiring waivers in accordance with R 19.5.1 must apply in writing to the Secretary at least three weeks before the event as these are to be dealt with on an individual basis

5. CHAMPIONSHIPS
The event is a round of:
Autosessive HRCR Clubmans Rally Championship (tba /2012)
The ANWCC Historic Road Rally Championship (Waiver of Permit 40 / 2012)

6. PROGRAMME
Scrutineering and Documentation will take place in the early evening of Saturday 21st  April near Otley where food and refreshments will be available and from 7.00 am on Sunday 22nd at Skipton, please indicate on the entry form your preference.

The Noise Check will be carried out for all vehicles on Sunday 22nd at Skipton. Vehicle noise must not exceed 98dB(A) @ 2/3rd of max rpm at 0.5 metres. No car exceeding these limits will be allowed to run.

Individual times for Scrutineering will be notified in the Final Instructions.

Any competitors not signed on 60 minutes before their due start time may be excluded.
Car 1 will leave the start at 09:01. Cars will start at one-minute intervals. Tests may be started at 30-second intervals.

7. ROUTE
Total mileage will be 148 miles on public roads and will include 10 special tests to be run on private land. The finish will be at Otley Rugby Club, MR 104 / 207457, first car due at 16.30.

Petrol is no longer available next to the start venue but is available in Skipton before the start and on en-route after approximately 22 miles and 76 miles.

The event uses O. S. Landranger Series 1:50000 scale maps - 99 edition C2, 98 edition B2, 103 edition C3 & 104 edition C4 (or later editions if published before the event).  It is not essential to have a copy of map 98 as the section of map used by the event will be issued as a photocopy. The route will also be checked against the previous map editions and notified in the final instructions.  The correct edition maps can be supplied by Northern Rally Maps - see entry form. 

The correct route shall be the shortest route by any road marked on the map between controls, avoiding all Out of Bounds areas, and complying with the route instructions.
The organisers' times and mileage will be deemed to be correct.

8. CLASSES
RALLY
A1:                         Masters in Pre-1960 Category 1 cars
B1:                         Masters in 1960-67 Category 1 cars
C1:                         Masters in 1968-74 Category 2 cars
D1:                         Masters in 1975-81 Category 3 cars
A2:                         Experts in Pre-1960 Category 1 cars
B2:                         Experts in 1960-67 Category 1 cars
C2:                         Experts in 1968-74 Category 2 cars
D2:                         Experts in 1975-81 Category 3 cars
A3:                         Novices in Pre-1960 Category 1 cars
B3:                         Novices in 1960-67 Category 1 cars
C3:                         Novices in 1968-74 Category 2 cars
D3:                         Novices in 1975-81 Category 3 cars
A4:                         Beginners in Pre-1960 Category 1 cars
B4:                         Beginners in 1960-67 Category 1 cars
C4:                         Beginners in 1968-74 Category 2 cars
D4:                         Beginners in 1975-81 Category 3 cars

Definition of Master:
A crew where any member has had two or more finishes in the top 5 places overall of a National B (formerly ‘Restricted’) or higher status rally.

Definition of Expert:
A crew which does not qualify as a master, novice or beginner.

Definition of Novice:
A crew in which no member has had two or more finishes in the top 15 places overall of a National B (formerly ‘Restricted’) or higher status rally.

Definition of Beginner:
A crew in which no member has previously competed in more than three competitive road rallies (including 12-car rallies, but excluding treasure hunts and touring assemblies).

RUN
Class R1:               A crew where either member has finished in the top 3 places of a Clubman’s or the top 15 places of a National ‘B’ or higher status rally.

Class R2:               A crew where neither member has finished higher than 4th on a Clubman’s or higher than 16th on a National ‘B’ or higher status rally.

Class R3:               A crew where neither member has previously finished a Clubman’s or higher status rally.

All RUN entries must be in Category 1or 2 vehicles (pre-1975)

9. AWARDS

No crew may win more than one award other than those marked *.

All named awards are the property of Ilkley & District Motor Club Limited and should be returned to the Secretary by February 2013 or 2 months before the next Ilkley Jubilee, whichever is the earlier. 

10. ENTRIES
The entry list opens on publication of these SR's and closes finally on 31st March 2012. The entry fee is £95.00, which will include two tickets for the lunch and evening buffets. All entries must be made either online (www.jubilee-rally.org) or on the official entry form. Entries will be classed as pending until receipt of the appropriate fee and/or incomplete entry details are supplied. Entries will be confirmed by email and be listed on the event website. Payment can be made online via bank transfer. The Entries Secretary is:

The maximum entry for the Rally is 70. The minimum is 20. The maximum entry for the Run is 20. The minimum for each Class is 5. Should any of these minimum figures not be reached, the organisers have the right either to cancel the meeting or amalgamate classes as necessary.  At the closing date of entries and in the event that the Rally maximum is not reached then the maximum for the Run may be increased, or vice versa, subject to a combined maximum of 90.

Entry fees may be refunded if entrants notify in writing their intention of withdrawal on or before 2nd April 2012, subject to a small administrative fee. Otherwise any refunds will be at the organisers' discretion. Entries will be listed on the website.

12. RESULTS & PROTESTS
Provisional results will be published as soon as possible following the end of the event in accordance with D 26.1. The awards will be presented as soon as the results are final. Any protests must be lodged in accordance with C (5).

In the event of a tie, ‘furthest cleanest’ will be applied to the regularity sections. If a tie still exists, ‘furthest cleanest’ will be applied to the test times. Remaining ties will stand.

13. IDENTIFICATION
Competitors will be identified by rally plates and numbers, which will be supplied by the organisers. The rally plates must be displayed on the front and rear of the car, numbers must be displayed on the rear side windows.

14. ROUTE ISSUE
A tulip road book, time cards, and special test details will be issued to the Rally competitors at signing on.  Further route instructions, containing simple navigation methods (tulips, spot heights, letter / symbols over printed on the route, grid lines, junction colours and compass directions) will be issued at intervals along the route.  Copies of previous navigation are available on the website or from the Clerk of the Course.

Run Competitors will be issued the time cards and special test details at signing on and the  tulip road book including maps will be issued at the start.

These documents will provide all information necessary to comply with R 14.1

The route will consist of transport sections timed to the minute and regularity sections timed to the second, with driving tests on private land.

15. PENALTIES
Marking and penalties will be as printed in section R 13 of the MSA General Regulations, using the time penalty system, except as modified below:
(b) Not reporting or reporting OTL at a Regularity Time Control.                      5 minutes
(r) Failure to follow the instructions of an official.                                               5 minutes
The marking and penalties for Intermediate and Finish Regularity Controls will be as follows:
R 10.4.4 Stopping within sight of an intermediate or finish regularity control, other     
than when required to do so to comply with traffic laws                                     5 minutes
(Marshals will be instructed to write ‘S’ in the direction box if applying this penalty)
R 11.1.1  Early or late arrival     1 x time early/late ( maximum of 60 marks per control)
R 13       Wrong direction of approach/departure at a time control                   5 minutes

Additionally:
(1) Failure to obtain a signature for code recorded at an unmanned check     5 minutes
(2) Failure to re-close a closed or partly closed gate on the route                       5 minutes
(3) Wrong direction of approach at a Passage Control                                        5 minutes
(4) Entering an area marked in the road book or by signs as ‘Out of Bounds’ Exclusion
(5) Failure to hand in Time Cards at specified points                                         Exclusion
R 10.6 The marking and penalties for Special Tests will be as follows:
(6) Not attempting or being ready to attempt a test when instructed                5 minutes
(7) Not performing a test correctly, other than in (8) or (9) or not completing a test or making a false or jump start     Test Maximum
(8) Striking a bollard, barrier, wall or pylon or crossing the boundary of a test
10 seconds per mistake
(9) Failing to cross or stop at any line or specified position as required on a test
10 seconds per mistake
(10) For every second above bogey time taken to complete a test                      1 second
(11) The Test Maximum plus any additional penalties for any specific requirements of a Test will be defined in the Test Roadbook
(12) The Clerk of Course, shall, at his discretion, have the right to impose a penalty on any competitor who causes or is part of a serious blockage on a Special Test, whether intentionally or otherwise, if his actions prevent any other competitor from completing the test competitively.
(13) The maximum penalty (including time) for any Special Test cannot exceed the Test Maximum.

16. MODIFICATIONS TO MSA GENERAL REGULATIONS
All other General Regulations of the MSA apply as written except the following:
R 2..3.3 The organisers may establish a check at any point for the purpose of observing
maintenance of a set speed and/or time schedule and/or route. At these controls you will be required to either present your timecard for your arrival time or obtain a signature/stamp or record the letter(s) from a code board. ANY CODE RECORDED AT AN UNMANNED CHECK MUST BE SIGNED FOR AT THE NEXT MANNED CONTROL.                       Failure to do so will incur a penalty of 5 minutes per offence.
R 5.4.3 Only the nominated driver listed on the entry form shall drive during the competition.
R 7.2.3 Mobile telephones may be carried for use in emergency or to report retirement from the event only. Use for any other purpose will be penalized as per H 84 (p).
R 11.1 All controls will open 15 minutes before the due time of the first car. Controls on the route for the Rally only will close 30 minutes after the due time of the last car in the Rally. Controls on the route for both events or the Run only will close 15 minutes after the due time of the last car in the Run.
R 12.2.7 Maximum Lateness shall be 30 minutes 59 seconds for the Rally and 15 minutes 59 seconds for the Run.
R 12.6.1 Competitors may be required to make up lateness at specified points during the event.

NB Category 3 cars will not be included in overall results

17. JUDGES OF FACT
All signed on and named officials and marshals will be deemed Judges of Fact appointed to adjudicate the following:

Excessive Noise, Damage, Driving Standards and stopping within sight of a Regularity Control.

19. INSURANCE
As most insurance polices do not cover competition use, the Club have applied to Lockton for a Blanket Cover Note under their Motor Sports Club Scheme. This will provide competitors who use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event.  All new applicants wishing to use the scheme must be able to comply with all points of the Lockton’s Declaration:-
- Over 21 and held a full licence for at least 6 months
- Not more than 1 fault accident in last 3 Years
- No more than maximum of 6 speeding points on licence
- No physical or mental disabilities
- No other material facts
If you comply with all points above then simply sign the insurance form at the start - No Letter of Acceptance will be required. If unable to comply with any of above points you will be required to complete the Lockton Declaration Form (available from the Entries Secretary) which should be forwarded directly to Lockton prior to the event to allow sufficient time for Letter of Acceptance to be issued.
The basic rate for the event before any loadings will be £17.95 inclusive of Insurance Premium Tax.
Please note that under the event insurance there is an excess of £350 for any damage caused on private land used on the event.
